Housing Programs

We envision a Washington County where everyone has an affordable home with the supports and opportunities each of us needs to thrive.

With rent assistance, public housing, affordable housing, and holistic support, we are helping Washington County residents access stable housing and remain housed.

The Washington County Department of Housing Services is a unique housing agency, combining regional, state and federal resources to serve the full spectrum of housing needs. Learn more by clicking the links below or in the right side menu.

Housing Development

Housing development focuses on building, acquiring, preserving and renovating affordable housing so that it can be a resource for our community.

Homeless Services

The Homeless Services division partners with community-based organizations, affordable housing owners and independent landlords to provide housing assistance and supportive service programs that help families and individuals achieve housing stability. We support a system that provides thousands of families and individuals with emergency shelter, housing navigation, move-in assistance and wrap-around support services every year.

Housing Authority of Washington County

The Housing Authority of Washington County provides several kinds of rent assistance, including vouchers dedicated for veterans, younger individuals with disabilities, and foster youth. We also own homes and apartments that operate as public housing, where households pay a portion of their income toward rent.

Rachel's Story

Rachel pictured in her apartment with dogs Heaven and Kiara

Rachel had been living unsheltered for over three years, primarily at the Hwy 47 encampment just outside of Forest Grove. "Being homeless with a disability and dogs isn't easy," she said. "I saw my life wasn't going anywhere and I woke up one day and wanted to change." Rachel worked with Krishelle, an outreach worker from the Forest Grove Foundation to connect with much needed housing resources. With Krishelle's help, Rachel found an apartment for her and her two very spry chihuahuas, Heaven and Kiara. When reflecting on her housing journey, Rachel says, “I’m proud of myself and I don’t take this for granted.” For more on Rachel’s journey, take a look at The Oregonian’s recent article where she is featured on how Washington County eliminated homeless encampments.
