Under the County's organizational framework, the EMP is leading a coordinated response, focusing on the needs of individuals who are living temporarily in encampments on publicly owned property and neighboring community members, using the following strategies:

• Managing the overall operational response, including strategic communication between participating allied agencies and the general public.
• Intensive outreach to connect campers with supportive services and housing navigation assistance.
• Emergency sanitation support that includes placement of portable toilets, handwashing stations and regular garbage collection.
• A dedicated Sheriff's Office HOPE deputy that not only works directly with camp residents to help problem-solve issues but is also able to address public safety concerns that arise and provide coordination with other law enforcement agency partners and service providers.
• A centralized point of contact for community members and other stakeholders who are concerned about encampments.

Intel's SIP-related employment under the 2014 agreement is not expected to grow significantly. As Oregon's largest private-sector employer, Intel has worked cooperatively with the City of Hillsboro, Washington County and other jurisdictions to support the livability of neighboring communities. For example, Intel contributes to the cost of any traffic improvements carried out by the City of Hillsboro or Washington County when Intel facilities are built or expanded. In addition, Intel provides its employees with an alternative start time program, an inter-campus shuttle system, incentives for MAX ridership and carpooling. Through the 2014 agreement, Intel, Washington County and the City of Hillsboro have pledged to continue working on ways to improve transportation and other infrastructure supporting Intel's presence here and the livability of neighboring communities.

A traffic analysis was completed in the summer of 2022. The study found most drivers (85%) traveled at or less than 38 mph. The posted speed limit is 30 mph. The Washington County Sheriff’s Office (WCSO) found few drivers traveling faster than 38 mph.

Research shows that RRFBs are especially effective at ensuring a safe crossing with speed limits lower than 40 mph. We followed standards and guidelines from various agencies to make sure the crossing design meets the needs of the road. These standards include:

• Federal Highway Administration, Manual on Uniform Traffic Control Devices
• National Cooperative Highway Research Program
• Oregon Department of Transportation, Bicycle and Pedestrian Design Guide

On August 29, 2022, Federal District Court Judge Michael Mosman issued a ruling that limits the amount of time that aid and assist defendants can stay at the Oregon State Hospital (OSH). The ruling was meant to help the OSH comply with a previous court order that requires them to admit aid and assist defendants within seven days. The maximum amount of time these defendants can now stay at the state hospital are:

• Misdemeanors: 90 days
• Felonies: six months
• Measure 11 crimes: one year

This puts a big strain on our criminal justice and behavioral health systems here in Washington County and can pose a risk to community safety. The new timelines do not consider whether the defendant can actually participate in their own defense. This means that patients who must return to their local jurisdiction before treatment is complete are not able to stabilize and receive care in an appropriate environment.

County officials are anticipating a more extensive strategic planning process and broader community engagement four years from now, in 2028, once significant Design the Future projects reach their conclusion. These multi-year projects, already underway, include:

• the replacement of the organization’s core financial and human resources planning tool, referred to as enterprise resource planning modernization;

• an inventory of the county government’s approximately 350 lines of public service, many of which are mandated by state or federal law;

• an organization-wide assessment of current and projected capital improvement needs across the categories of transportation, facilities and technology.

Until this more extensive engagement process can begin, the public is invited to provide input about the draft Strategic Plan Update by answering a brief online questionnaire before February 16. Public input will be shared with the Board of County Commissioners at their Works Session meeting on February 20.
