Contracting to provide Supportive Housing Services
Washington County is committed to transparent, equitable and accessible procurement processes to fund SHS programs and services using Request For Program Qualifications (RFPQ), the Department of Housing Services has evaluated organizations for qualifications as SHS service providers based on their experience, capacity, mission alignment and commitment to the requirements of the program. RFPQ application and review processes were conducted in the Spring of 2021 and again, with Clackamas and Multnomah Counties, in the Winter of 2022. 116 organizations have been pre-qualified through these RFPQ processes in one or more of these service component areas:
- Outreach and Engagement Services
- Shelter and Transitional Housing Services
- Connection to Housing Services
- Housing Stabilization Services
- Wrap-Around Support Services
Each County will develop and manage contract allocation processes for service provision independently. Washington County will use both Direct Award and Request For Interest (RFI) processes for new and expanded program offers, depending on the criteria and scope of services needed. Any new and ongoing funding opportunities will be announced to qualified providers through the Open Gov procurement portal and posted here.
Current funding opportunities for qualified providers:
Transitional Housing Capital Offering: Washington County is seeking applications to develop new transitional housing for households who face significant barriers to accessing and retaining permanent housing. Offers up to $30,000,000 in capital funding from
Metro Supportive Housing Services Funds for the acquisition, rehabilitation, conversion and/or construction of transitional housing units. Proposed projects must include a minimum of 20 new beds, beds cannot be existing temporary housing capacity (i.e. shelter, existing transitional housing).
Transitional Housing definition: Time-limited housing with supportive services to provide households experiencing homelessness with interim stability and support to successfully move to and maintain permanent housing. Transitional housing programs cover housing costs and accompanying supportive services for program participants for a specific period, typically up to 24 months.
