A-Engrossed Ordinance No. 869 amends the CDC related to regulation of significant natural resources (SNRs) during the development review process. The ordinance addresses requirements regarding clear and objective standards, clarifies current requirements, and provides consistency and transparency in development project review. The ordinance also updates references to SNR categories in the RNRP and community plans.
This ordinance was reviewed by the Land Use Board of Appeals (LUBA) and remanded to the county for further work. This ordinance is not in affect.
Ordinance No. 864 amends the Community Development Code (CDC) to address changes in state law that the County must implement to allow cider businesses and farm breweries and associated activities in exclusive farm use districts (EFU and AF-20). The ordinance also makes minor amendments to accommodate the added uses.
Amends the Comprehensive Framework Plan for the Urban Area, the Rural/Natural Resource Plan, the Aloha-Reedville-Cooper Mountain Community Plan, the Bull Mountain Community Plan, the East Hillsboro Community Plan and the West Union Community Plan to address the approval by Metro Council and subsequent acknowledgement by the Oregon Land Conservation and Development Commission to expand the regional Urban Growth Boundary in four locations in Washington County.

Ordinance No. 879 amends the Washington County - Tigard UPAA, an element of the County Comprehensive Plan. Updates include adding policies regarding coordination on land use and transportation planning in Tigard's identified Urban Reserve Planning Area and minor changes to the policies and processes for comprehensive planning in the Urban Planning Area. The planning area map is revised to reflect boundary changes since the last update.
