Planning grant to fund Washington County active transportation efforts

A planning grant will help Washington County update its Transportation System Plan to design a safer, seamless transportation system that incorporates active transportation.

A $300,000 Transportation and Growth Management (TGM) planning grant was recently awarded to Washington County to update active transportation elements of the Transportation System Plan (TSP) and other policy documents and guidelines.

The update will support the design of a safe, seamless transportation system that incorporates complete streets and off-street trails for users of all ages and abilities. The update includes:

  • Pedestrian and cycle modal plans, networks and strategies to be inclusive of neighborhood bikeways and safe access to priority destinations including transit, affordable housing and schools
  • Consolidation of bicycle facility guidelines such as the Bicycle Facility Design Toolkit
  • Clarification of protected bicycle and trail design options for adoption into Washington County’s Road Design and Construction Standards
  • Development of an operations and maintenance plan to better account for lifecycle cost and clarification of staff and equipment needs for higher-quality pedestrian and bicycle facilities.

This project will inform the County’s 2026 TSP update. The project is supported by the cities of Beaverton, Hillsboro, Tigard and Tualatin; Metro; Tualatin Hills Parks & Recreation District; Westside Transportation Alliance; 1000 Friends of Oregon, Oregon Walks, The Street Trust, Unite Oregon, WashCo Bikes and other community-based organizations.

The TGM Program is a joint effort of the Oregon Department of Transportation (ODOT) and Department of Land Conservation and Development (DLCD). It supports community efforts to expand transportation choices.
