Knoebel Named Capital Projects Services Division Manager

Long-time Washington County engineer Russ Knoebel has been named Division Manager of the Capital Projects Services Division of the Department of Land Use & Transportation.

Russ Knoebel has been named Manager of the Capital Project Services (CPS) Division of Washington County Department of Land Use & Transportation (LUT) effective Sept. 4.

"Russ brings a great deal of expertise and institutional knowledge to this management role," said Stephen Roberts, Director, LUT. "He has developed many collaborative relationships with other jurisdictions and agencies in the area. He is well qualified to lead the division."

Knoebel served as a principal engineer in CPS from 2001-2022. He has been the interim CPS Division Manager since Joe Younkins, the previous CPS manager, retired in December after more than 25 years with Washington County. Prior to joining Washington County, Knoebel worked for Oregon Department of Transportation as a project manager and for Washington Department of Transportation as a transportation project engineer.

Knoebel has a Bachelor of Science Degree in Civil Engineering from Oregon Institute of Technology and a Master of Science Degree in Public Administration from Portland State University. He has a Professional Engineering License and a Project Management Certification.

The Capital Projects Division of Washington County administers the design and construction of roads/streets, bikeways, bridges, sidewalks and multiuse paths to improve safety and travel for all.
