Ordinance No. 903 amends the Transportation System Plan (TSP), all Community Plans, and the Community Development Code (CDC) relating to parking to conform with recent changes to state Transportation Planning Rule (TPR) requirements. The TPR changes were the result of state‐adopted Climate‐Friendly and Equitable Communities (CFEC) rules in response to Executive Order 20‐04 issued by the Governor in 2020, directing state agencies to take actions to reduce and regulate greenhouse gas emissions.

A-Engrossed Ordinance No. 902 amends standards in the Community Development Code (CDC) related to Significant Natural Resources (SNRs) in the urban unincorporated area to ensure they are clear and objective and meet statewide planning Goal 5 and Metro Title 13 requirements. The standards apply to properties with mapped SNRs as shown on updated maps in the community plans. Also adopted with this ordinance are Resolution and Order 24-79 which amends the Comprehensive Plan Resource Document to add a new Preface and include the Goal 5 Report and Habitat Inventory Report in a new Volume IA, and Resolution and Order 24-80 which adopts the Washington County Tree List associated with A-Engrossed Ordinance No. 902.
A-Engrossed Ordinance No. 901 amends the Comprehensive Framework Plan for the Urban Area (CFP) Policy 10 regarding Significant Natural Resources (SNR) and Policy 41, Map B (Goal 5 Resources for Future Development Areas). It also amends text, design elements, and the Significant Natural and Cultural Resources Maps in each of the community plans for the urban unincorporated area to reflect updates to the County’s statewide planning Goal 5 SNR program. Also adopted with this ordinance is Resolution and Order 24-79, which amends the Comprehensive Plan Resource Document to add a new Preface and include the Goal 5 Report and Habitat Inventory Report in a new Volume IA.
Ordinance No. 900 amends the Transportation System Plan to incorporate general map and text changes for consistency with ongoing transportation planning efforts. Many of the amendments are for consistency with transportation plan updates adopted by cities. The amendments also establish the alignment of the Council Creek Regional Trail and include changes to the transit system map for consistency with recent transit service provider plans.
B-Engrossed Ordinance No. 882 proposes to amend the Transportation System Plan (TSP) to include Refinement Areas that recognize the need for the Tile Flat Road extension to connect between Scholls Ferry Road and Roy Rogers Road at Bull Mountain Road. The Refinement Areas preserve the opportunity to evaluate the preferred alignment and function of the roadway through urban comprehensive planning.
