Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA)
UOCAVA (Uniformed and Overseas Citizens Absentee Voting Act) citizens are U.S. citizens who are active members of the Uniformed Services, the Merchant Marine, and the commissioned corps of the Public Health Service and the National Oceanic and Atmospheric Administration, their family members, and other U.S. citizens residing outside the United States. This Act provides the legal basis for absentee voting requirements for these citizens.
If you are unable to receive mail while out of the country, UOCAVA voters may also access their ballot online under the My Vote webpage. You may return this completed electronic ballot via email or fax at [email protected] or 503-846-5833.
** A return envelope with signed UOCAVA oath and a SEL531 Facsimile Vote Secret Ballot Waiver Form must accompany an electronic ballot for it to be accepted. Those forms may be found at your My Vote webpage. All ballots, mailed or electronic, must be received by our office no later than 8PM on election night. Postmarks prior to this time are not able to be accepted.**

Federal Post Card Application (FPCA)
An FPCA form is required for each UOCAVA voter.
Online registration updates may be substituted for a FPCA form.
A faxed or scanned copy is only acceptable if you are already a registered Oregon voter.
Oregon does not require a notary or witness.
