Office Closure and Changes

The Developmental Disabilities Service Center East office located at 3700 SW Murray Blvd, Suite 2100 in Beaverton, has permanently transitioned to "appointment only." The lobby is closed to walk-in traffic. You may still use our outdoor Dropbox for submitting paperwork.

Please visit our Hillsboro location at 5240 NE Elam Young Parkway, Suite 150. Our Hillsboro office is open to the public Monday through Friday, 8 a.m.-5 p.m.

Who are Personal Support Workers (PSWs)?

Individuals receiving Developmental Disabilities services (clients) and their families use Personal Support Workers (PSWs) for attendant care and relief care services in their own home. PSWs assist clients with personal care, household tasks and being active in the community by providing additional support and in some cases transportation.

A family member or guardian are registered as the Employer of Record (EOR) and act as the employer of the PSW, responsible for scheduling and approval of timesheets. Completed timesheets are submitted to our office, the Washington County Community Developmental Disabilities Program (CDDP) for authorization. Once timesheets are approved and submitted, payment is then processed by Public Partnerships (PPL), a separate financial management service that handles payroll for PSWs.

How does Someone Become a Personal Support Worker (PSW)?

Most PSWs already have a connection to the individual they want to work with. Reach out to the client's Services Coordinator (case worker), to discuss potentially becoming a PSW and if this is a viable option.

For clients using an agency to coordinate personal support worker services the potential PSW will need to contact the agency to apply directly for employment through the agency. If you are seeking a potential client in need of a PSW there is a registry available through Carina for in-home services through Medicaid or Oregon Project Independence (OPI):

Applying to Become a New PSW

  1. Complete the Application Packet, which consists of 4 documents – Provider Enrollment Application and Agreement Form (PEAA) in English OR Spanish, Background Check Form, eXPRS User Enrollment Form, and a copy of your valid ID:

    3. Please include a photocopy (or printed photo) of your government issued driver's license, government issued photo ID, or passport.
  2. Submit all Documentation via mail, drop box, or in-person at:

  3. Complete a Criminal Background Check
    • Please note: once the background check is started, this process may take 4-8 weeks.
  4. Public Partnerships (PPL) Payroll Documents: PPL is the fiscal intermediary for the PSW. PPL will reach out with documentation for you to complete and return to them.
  5. Complete Mandatory Training from Carewell SEIU 503

Renewing PSW Credentials

To start the renewal process, please reach out to our administrative staff by email. Please provide your full name and provider ID number so we may better assist you:

At 120 days from your expiration date, you will begin to receive notifications from eXPRS to the email they have on file. You can also find your expiration date on the log-in page of eXPRS if you utilize EVV for your time submission.


Personal Support Worker Timesheet Submission

Timesheets are accepted and processed for the current pay period up until 5pm of the timesheet deadline date. Please ensure that your timesheet has all of the following components:

  • All times/dates are complete and legible
  • All progress note comment sections are completed
  • All necessary signatures are on the document
  • The signature date is on or after the last date of services provided for the time period

You may also submit timesheets in-person to our offices, drop boxes, via the secure submission portal, and/or by fax.

Please note, if your timesheet was sent in past 5pm on the “timesheet deadline” date, it may not be processed until the next pay period in accordance with the CBA guidelines (see 2024 Personal Support Worker (PSW) Payroll Calendar).

Tips to ensure quick approval of your timesheets

  • Submitting your email to: [email protected], is the most efficient and effective way to submit your timesheets for processing.
  • You can send timesheet attachments as PDFs or you can take clear pictures with a cell phone and attach the images to the email. Please do not link to download sites, timesheets must be attached or embedded in the email to be processed.
  • Please have one client’s timesheet(s) on each email. This helps our team processing these more efficiently and with less opportunity for error.
  • We recommend PSWs check the status of their time entries 3 business days after the PSW deadline to ensure we have approved the hours and prevent delay in payment. To track entries please follow this guide How to Track SD Billing Entries.
  • Faxes are an acceptable way of receiving timesheets but are not the most reliable. Please call to confirm your fax has been received after sending. Please also make sure that you receive a fax confirmation from the sending machine if you do fax your timesheets. We highly encourage email, or dropping off your documents at one of our two locations.
  • Washington County Developmental Disabilities now have an additional way for PSWs to submit their timecards to us. This new process is a HIPAA secure portal for submitting your timecards and is in accordance with the Collective Bargaining Agreement. This portal is currently available in several languages: English, Spanish, Arabic, and Somali. The portal is a Qualtrics form and does not require any sign-ups or registering for an account. This portal is optional: We are still accepting timecard submissions via email (preferred), drop off at our offices, and/or fax.

      • This portal allows for the submission of one client per entry form. You may complete as many entry forms as needed each period.
      • There is no cost to you as the PSW/CLE.
      • The link does not change, so it can be book marked on your preferred internet browser.
      • You will receive a confirmation email after your submission.
      • This process still follows the 5pm deadline and the PSW payroll calendar.
