Purpose of Planning Efforts
The US Department of Housing and Urban Development (HUD) requires that jurisdictions receiving Community Development Block Grant (CDBG), HOME Investment Partnerships and Emergency Solutions Grant (ESG) program funds conduct planning efforts to address regulatory requirements and effectively serve local communities.
The Consolidated Plan is a five-year housing and community development strategic plan that is based on quantitative and qualitative data collection combined with community engagement (involving county departments, city partners, state agencies, non-profit partners and community members) to inform how to target the federal resources over the five-year period.
This planning effort is beginning with a kick-off event in March 2024 and continuing through May of 2025. Based on previous allocations of funds an estimated $35 million will be allocated in total to jurisdictions in Washington County over the next five years. The Consolidated Plan will define how those funds will be used.
Consortium Partners
Washington County and the cities of Beaverton and Hillsboro are working jointly on this planning effort. All three jurisdictions receive direct funding from HUD under the CDBG program. Washington County is the lead entity for the completion of the plan and is the responsible entity for the submittal of the 2025-2029 Consolidated Plan to HUD using the Agency’s required template. Washington County administers the HOME and ESG programs for the full County.
