The Major Streets Transportation Improvement Program (MSTIP) is Washington County's innovative, proactive street improvement program. MSTIP funding improves our countywide transportation system for bicyclists, pedestrians, drivers, transit passengers and freight.
The Washington County Board of Commissioners demonstrated a strong commitment to a connected, safe, multimodal countywide transportation by:
- Authorizing the issuance of $150 million in bonds to address an unprecedented funding gap due to transportation project cost escalations.
- Approving a $250 million MSTIP 3f funding allocation including 13 projects in both the County and the cities within the County.
The MSTIP Opportunity Fund leverages other local, state and federal funds. We use it for projects that improve travel for those who walk, bike, roll and take public transportation across Washington County.

Washington County and the cities of Beaverton, Hillsboro and Tigard developed the MSTIP Bonding Cost-sharing Program to improve existing arterials in four high-growth residential areas developing simultaneously.

A history of MSTIP
MSTIP began as voter-approved levies in 1986 (MSTIP 1), 1989 (MSTIP 2) and 1995 (MSTIP 3). In 1997, Oregon Measure 50 resulted in the MSTIP 3 levy rate being reduced and incorporated into a new permanent County property tax rate. Since Measure 50 implementation, the Board of County Commissioners has allocated a share of countywide property tax revenues for an ongoing MSTIP program.
Direct and leveraged funding has resulted in more than $1.35 billion in transportation projects in both Washington County and the cities within the county since 1986. The County and the cities within the County work collaboratively to develop a list of potential capital projects for public comment. After reviewing all comments, the County and cities' staff develop a "top tier" list and present it to the Washington County Coordinating Committee. This committee makes final recommendations that are submitted to the Board for final approval of the allocation and projects.
Most of the money goes back into our local economy. Private-sector planning, engineering firms and construction contractors design and build MSTIP project under County supervision. These businesses are selected on a competitive-bid basis.
Projects eligible for MSTIP must:
- Improve safety
- Improve traffic flow or relieve congestion
- Be on a major road used by many travelers
- Address needs for all travelers
