Center for Addictions Triage and Treatment (CATT)

Washington County is developing a comprehensive substance use treatment center with additional supportive services for adults in our community.

What is the CATT?

A drawing of a tree with characters

The Center for Addictions Triage and Treatment (CATT) is a project to increase addictions treatment capacity in Washington County. Upon its completion it will add 86 new treatment beds, a peer drop-in center and many other features. Our plan is to create a comprehensive center for substance use treatment that is accessible and responsive to our diverse community.

We've broken ground!

On June 7, 2024, we officially broke ground on the CATT! Washington County plans to begin offering services in both locations by late 2025. The opening will occur in stages with some services starting before others. Related news articles about the groundbreaking ceremony are on our "News and Publications" page. Scroll to the bottom of this page to see more photos from the ceremony.

Members of the Washington County Board and staff from Behavioral Health celebrate and break ground on the future home of the CATT in Beaverton.

Board Chair Kathryn Harrington, CATT Project Manager Kristin Burke, Behavioral Health Division Manager Nick Ocon, and Commissioners Nafisa Fai, Roy Rogers, and Pam Treece celebrate after breaking ground on the CATT site in Beaverton, Oregon, on June 7, 2024.

Throughout the project's stages, we've prided ourselves in the fact that the CATT is being developed by our community, for our community. It will provide rapid access to multiple types of substance use treatment, including:

  • Assessment and triage
  • Sobering
  • Withdrawal management (detox)
  • Residential and outpatient treatment
  • Transition services
  • Health services
  • Peer drop-in center
  • Crisis services
  • Co-located supports

Project development

We are officially under construction at the Hillsboro location. Construction is tentatively set to begin at the Beaverton site in July. You can find more information about both sites, including the services that will be provided at each, by visiting the "More Information" page.

Washington County's exciting new project will add substance use disorder care for adults in our community. The Center for Addictions Triage and Treatment (CATT) will be a place where adults struggling with problem substance use can get services and supports.

From the beginning, this project has been community-driven. Over two hundred people, from a variety of cultural backgrounds, have provided input to ensure the CATT will work for our community.

Holst Architecture completed the building design and in May 2024 the CATT project officially moves into the construction phase. R&H Construction will lead the renovation and construction of the buildings that will house the CATT. R&H, in a unique partnership with Advanced Tribal LLC, will continue its commitment to equity, inclusion and celebrating diversity, which aligns perfectly with the foundational values of the CATT project.

The CATT welcomes these provider agencies

When the CATT is open, CODA, Inc. will be the provider for intensive services. LifeWorks NW will continue to deliver crisis services and Solutions Group NW has signed on as the outpatient provider for the Community Services Building. In November 2023, the Mental Health & Addiction Association of Oregon (MHAAO) was selected to develop and operate a peer drop-in center at the CATT. We recently welcomed Project Homeless Connect to the list of provider agencies. Project Homeless Connect will provide an access point for housing, for folks served by the CATT, and act as a liaison and consultant for the other CATT providers. You can read more about the locations and services we plan to offer on the "More Information" page.
