Watkins named manager of Operations and Maintenance Division

“Todd brings extensive experience and expertise to this position,” said Andrew Singelakis, Director, LUT. “He has been with LUT nearly 20 years, serving in a variety of engineering positions. We’re pleased to have him serve as the division’s manager.”

Watkins’ tenure with LUT began in 1998 when he was hired as an Engineering Technician I within the Operations and Maintenance Division. He was promoted to Engineering Project Coordinator in the Engineering and Construction Services Division in 2001. He returned to the Operations and Maintenance Division in 2004 when he was promoted to Engineering Associate. He was promoted to Senior Engineer in 2007 and Principal Engineer in 2012. He has been the OPS Acting Division Manager since Dave Schamp, the prior manager, retired in February.

Watkins has a Bachelor of Science degree in Civil Engineering from Portland State University. He is a licensed professional engineer in Oregon.

The Operations and Maintenance Division of Washington County LUT maintains and repairs 3,015 lane miles of roads, 3,008 culverts and 184 bridges. The division manages public rights of way, including ditches and vegetation trimming. Emergency weather response includes sanding and plowing, and closing roads due to flooding, landslides and storm-related debris. All work performed by Operations and Maintenance crews is guided by Washington County’s Best Management Practices for Routine Road Maintenance to avoid or minimize harm to the environment.
