Washington County LUT names new division managers

Two new managers have been hired to lead two divisions within Washington County Department of Land Use & Transportation (LUT).

Two new managers have been hired to lead two divisions within Washington County Department of Land Use & Transportation (LUT).

Joe Younkins has been named manager of the Capital Project Services Division (CPS). Stacy Shetler has been named county engineer, managing the Engineering, Traffic and Survey Division (ETS).

“Both Joe and Stacy have had significant tenure with LUT,” said Andrew Singelakis, LUT Director. “They bring a wide breadth of engineering experience and leadership skills to their respective positions. Washington County is lucky to have them as valued employees.”

Younkins has been filling the interim Engineering and Construction Services Division manager position since June 2018. He has been with LUT for 20 years, starting as an engineering coordinator in 1998 before being promoted to principal engineer later that same year.

Shetler joined LUT in 2005 as a traffic analyst. In 2011, he was promoted to traffic engineering manager/principal engineer.
