Amends the CDC relating to Accessory Dwelling Units (ADUs) in urban unincorporated Washington County to comply with state law, simplify standards and encourage housing development.
A-Engrossed Ordinance No. 858 amends the CDC relating to city/county coordination, and development standards associated with Henry Hagg Lake/Scoggins Dam and Special Use Quarries.
Amends the Comprehensive Framework Plan for the Urban Area (CFP), the Aloha-Reedville-Cooper Mountain Community Plan, and the CDC to create new Pedestrian-Oriented Mixed-Use Districts, and apply them to portions of the Aloha Town Center within approximately 1/4-mile of the Tualatin Valley Highway/SW 185th Avenue intersection. The intent of these changes is to encourage future development of the area that is pedestrian-friendly and transit-supportive.
Amends the CDC relating to telecommunication facilities located in County right-of-way (ROW) and on private property to accommodate federally required small wireless facilities in all land use districts. In addition, the ordinance updates definitions related to telecommunication facilities to ensure consistency with federal provisions and remove outdated terms.
Makes technical code changes, minor updates, corrections and revisions to the CDC.
Amends the Rural/Natural Resource Plan (RNRP) to expand the Baker Rock Farmington Quarry District A overlay (protected resource quarry area) and identify land within that overlay as a new Area of Special Concern (ASC); and expand the District B overlay (to protect the expanded quarry from potential conflicting offsite uses within 1,000 feet). The amendments allow future expansion of the quarry subject to land use review and conditions. The application was processed as both a quasi-judicial (Casefile 19-128-PA) and legislative action.
Amends the CDC to update the open space requirements for Planned Developments in urban unincorporated Washington County to provide additional flexibility for residential development.
Amends the TSP to incorporate changes adopted by Banks and Cornelius, update the Transit Element and clarify neighborhood circulation requirements in the CDC.

Ordinance No. 845 amends the Community Development Code (CDC) to comply with federal flood plain management regulations relating to County participation in the National Flood Insurance Program and modifies drainage hazard area regulations. The ordinance does not materially affect development review standards.
