The purpose of these Rules and Regulations is to implement a County system of personnel administration based upon merit principles.
The Rules and Regulations:
- Establish and maintain a uniform plan of classification and pay based upon the relative duties and responsibilities of positions;
- Provide an equal opportunity to enter and advance in county employment;
- Develop a program of recruitment, training, and advancement that will make a career in the county attractive to persons who possess the ability, integrity, knowledge and professional understanding of their particular field of endeavor.
