It is for 12–17 year-olds on probation or with pending charges. If a youth qualifies, Harkins House is an alternative to detention.
Case Managers help youth identify and meet goals. Staff teach residents everyday living skills. The youth’s progress is reported to the Juvenile Court.
The Hillsboro School District provides education for the youth.

Laurie C. Rice Memorial Scholarship
This is for youth who successfully complete the Harkins House or Keys to Success. It can be used for college, vocational school, sports, music and positive school activities.
