Landlords of Oregon Residential Property who have current residential tenants who owe for past rent for any or all months since April 2020 and have signed a Declaration of Financial Hardship for Eviction Protection form as outlined in HB 4401. Eligible rental units must be located in the State of Oregon.
The shelter is operated by Greater Good Northwest. Greater Good has extensive shelter management experience, particularly in shelters operating out of former motels. They provide individuals with a safe environment and needed resources, while assisting in finding permanent housing and stability. They partner with Bienestar and Urban League, who offer services at the site and do outreach to Latinx and African American individuals experiencing homelessness.
The County will operate the site for one year as a short-term respite shelter to temporarily house individuals experiencing homelessness, as well as those who have been impacted by the COVID-19 pandemic. The goal is to connect shelter guests to permanent housing solutions. County staff will work with the community, Board of Commissioners, and the City of Hillsboro to determine the best use of the site moving forward, after the first year of operations.
Prior to July 2021, the Econo Lodge motel operated as a shelter through a program managed by the Salvation Army, partnered with the County for temporary hotel stays for individuals experiencing homelessness, and acted as a shelter during freezing temperatures.

Each county has developed a local implementation strategy based on community needs. The Washington County Local Implementation Strategy (LIS) was approved by the Washington County Board of Commissioners on December 17, 2019. The Metro Community Oversight Committee reviews project plans to ensure they are in alignment with the Washington County approved LIS and meeting specific goals.
During the global pandemic, Washington County followed guidance from the Centers for Disease Control, Oregon Health Authority and County Public Health officials to allow people who were camping outdoors to remain where they were to help limit the spread of COVID-19.
Local governments are also impacted by federal court cases, such as Martin v. Boise and state law concerning the regulation of camps and camping on public property. House Bill (HB) 3115/Oregon Revised Statutes (ORS) 195.530 requires any county ordinance that regulates the use of public property for sitting, lying and sleeping to be objectively reasonable as to “time, place and manner” when shelter is not available.

The MTW program provides HAWC with additional tools to reduce cost and to shift resources to help fill the funding gap. MTW also allows HAWC to adopt policies and implement programs designed to help clients become self-sufficient.

This is a form that has been created by the state in order for tenants that have experienced a financial hardship of any type during this COVID-19 period to have rights in the Eviction Moratorium. You can find more information on that here. ALSO, in this program, that form is being used to make your past due rent eligible to be covered. That means that if you are able to complete the form, your rent debt may be covered in your landlord’s application. If you do not provide the form, then the state is not able to pay your landlord for your past due rent. Financial Declaration of Hardship forms are available in additional languages at:
OHCS has asked us to demonstrate that households need the subsidy. In order to do so, we are asking for household income verification or a self-certification that household income falls within certain categories.
Because the total subsidy funding of $250,000 will be divided by the number of applicants, payments could be outsized if very few households applied and there was no maximum. We do not want the Woodspring community to feel any disincentive to encourage all households to apply.
The Encampment Management Program (EMP) was created in response to the COVID-19 pandemic and an unprecedented rise in homelessness, including a dramatic increase in people camping outdoors in public locations. In the spring of 2021, the Board of County Commissioners approved a one-year program to improve encampment management coordination across jurisdictional boundaries and to address many related challenges.
The EMP also provided a short-term emergency response as new resources – funded by the regional Supportive Housing Services (SHS) measure and the Governor’s Executive Order to address the state’s housing and homelessness crisis – come online.
Since then, EMP operations have been extended through August 2023, with plans to sunset the program shortly after, with key ongoing operations are embedded in several County departments.
As we learned through the temporary Encampment Management Program (EMP), an unmanaged encampment is not sustainable or effective to connect individuals with housing. In order to protect the best interests of surrounding neighbors and people experiencing homelessness, Washington County has instead prioritized identifying additional emergency shelter.
Through managed shelter programs, safety is ensured through 24/7 staffing and guests are intentionally connected to needed services. Currently, Washington County offers 426 shelter beds/rooms county-wide and we are actively exploring and planning for additional shelter capacity in the coming year. This approach will allow us to ensure that unsheltered homelessness is a low point in time for individuals experiencing homelessness, and not a long-term reality.
Washington County is working to create thousands of new housing and shelter opportunities across our community. The county-wide search focused on building capacity, layout, near public transit, near healthcare and other services, turnaround time and purchase budget.
The Econo Lodge was selected because of its close proximity to the MAX and Bus line 57, external room entrances to limit the spread of COVID-19, nearby healthcare options, public library, and other services. It was also identified as the only suitable, available property without a cost-prohibitive ground lease.
With strong community support demonstrated by voter-approved Supportive Housing Services Levy in May of 2020, Washington County has been working to provide housing for people living outdoors and unsheltered. The Supportive Housing Services program will create 1,665 supportive housing placements in Washington County over the next five years.
Washington County is also working to increase shelter opportunities throughout the County with a goal of 250 year-round emergency shelter beds. Our shelter and housing programs have a strong emphasis on access and outreach to communities of color who have been traditionally underserved with housing options and are disproportionately impacted by housing instability.
The Metro Urban Growth Boundary is made up of portions of the three counties. Each county contributes a different percentage of property taxes, based on how many of the county’s homes fall within the boundary. The intention of the program is to create affordable homes proportionate to revenue raised in each county. Washington County’s portion of the revenue generated through property taxes within the urban growth boundary is 34 percent or $192 million. There are three implementing jurisdictions within Washington County who each have their own share of these funds. The City of Beaverton ($31.8 million), the City of Hillsboro ($41.5 million), and Washington County ($118.9 million).

Current residents will receive a special kind of Housing Choice Voucher called a Tenant Protection Voucher. This is a voucher pays a portion of your rent to your landlord, which is 30% of your income, similar to how rent is calculated for public housing residents. You can take your voucher with you to use at any property that has a reasonable rent and meets health and safety requirements.
Recipients may be responsible for paying taxes on the subsidy if it qualifies as income. The Housing Authority of Washington County is not permitted to provide legal, financial or tax advice, and encourages households to seek professional input as needed.
In addition to the various terms and conditions that landlords agree to in the application portal, OHCS will allow tenants to review the information provided by the landlord to help determine accuracy. OHCS will retain the right to ask for copies of rental agreements or other supporting documents, to view property, or to request any other additional information that is determined necessary to prevent or determine fraud, waste, and abuse. OHCS recommends that landlords maintain assistance records for future auditing purposes.
