Westling Predatory Sex Offender Notification

The Washington County Community Corrections Department announces the release of a high risk predatory sex offender, Dustin Westling, from Three Rivers Correctional Institute on December 20, 2013. Mr. Westling will be housed at the Community Corrections Center in Hillsboro when he returns to Washington County.

UPDATE
The Washington County Department of Community Corrections asks for assistance from the public to help locate high-risk predatory sex offender, Dustin Westling.

On Friday, December 20, Westling was released on schedule from Two Rivers Correctional Institute in Umatilla, Oregon. He was released after serving two years and three months in prison following a revocation of his previous post-prison supervision for Attempted Sex Abuse I, Sodomy I, and Rape III which occurred in July, 2011.

As of today, he has failed to report to his parole officer which is a violation of the conditions of his release. His current whereabouts are unknown. A warrant for his arrest has been issued. Anyone who sees Mr. Westling is asked to call 9-1-1 for an immediate law enforcement response.

Legal Status/Convictions: Mr. Westling is on post-prison supervision for Aggravated Harassment until 12/19/2015. Mr. Westling is being released from Two Rivers Correctional Institute on December 20, 2013 after serving two years and three months in prison following a revocation of his previous post-prison supervision for Attempted Sex Abuse I, Sodomy I, and Rape III on 7/26/2011. He will be temporarily housed at the Washington County Community Corrections Center due to his homeless status and predatory designation.

Special Conditions of Probation/Parole/Post-Prison Supervision: Mr. Westling is not allowed to have contact with any minors or go to any place where minors congregate (i.e. parks, schools, arcades) or have contact with his victims. Mr. Westling is not allowed to use or possess drugs or pornographic material of any kind. He will be directed to engage in sex offender treatment, submit to polygraphs, and will meet with his supervising officer frequently. He is considered a high risk predatory sex offender.

Prior Convictions: Mr. Westling has an extensive criminal history of 34 arrests and over 23 convictions from 2005 to the present, including multiple sex offenses, thefts, false report, false info, and improper use of 911. Sex offenses include Marion County (10/2008) – Sodomy III, Rape III, and Sex Abuse 1; Linn County (5/2007) – Contributing to Sexual Delinquency of a Minor; and Linn County (5/1999) – Sodomy 1.

Target Population: Mr. Westling's victims were both unrelated and related teenage females who were 13, 15, and 16 years of age. Mr. Westling meets his victims on social media networks or while riding public transportation.
