Roberts Sex Offender Notification

A sex offender, Joshua James Roberts, will be released from prison on Friday, March 20, 2015. Upon release, Mr. Roberts will reside at the Community Corrections Center in Hillsboro on a transitional basis, and will remain on post-prison supervision until December 2018.

Legal Status/Convictions:
Joshua James Roberts will begin post-prison supervision on March 20th, 2015 upon his release from prison. He will reside, on a transitional basis, at Washington County Community Corrections Center (CCC) when he is released. Mr. Roberts will be on community supervision until December 16, 2018, after being convicted of three counts of Sex Abuse 1 on July 7th, 2003.

It is important to note that Oregon is a 'determinate sentencing state,' meaning the length of an offender's sentence is set by the court at sentencing. Offenders are released when they complete their imposed sentences. In this case, Mr. Roberts has served his time and, by law, will be released to his county of residence, where he will be under community supervision by Washington County Parole and Probation, Sex Crimes Team.

Special Conditions of Probation/Parole/Post-Prison Supervision:
Mr. Roberts is not allowed to have any contact whatsoever with any minors or go to any place where minors congregate (i.e. parks, schools, arcades, libraries, etc.). He is not allowed to have any contact with his victim. Mr. Roberts is not allowed to use or possess alcohol, drugs or pornographic material of any kind.

He will be required to engage in sex offender treatment, submit to polygraphs, register as a sex offender and meet with his supervising officer frequently. Mr. Roberts will initially be placed on electronic GPS monitoring.

Prior Convictions:
Mr. Roberts was previously convicted of the following:
  • 1993 Illinois –Armed Robbery,
  • 1999 Illinois –Aggravated Criminal Sexual Abuse,
  • 2001 New Mexico –Criminal Sexual Penetration with Minor,
  • 2003 Tigard, OR –Sexual Abuse 1st Degree.
Target Population:
Joshua Roberts' victims were minor females, aged 15 and younger. Mr. Roberts would groom the known minor children and their families over a significant period of time. Once alone, he would sexually abuse the minor children. Mr. Roberts has done this on multiple occasions.
