Statement from Chair Duyck and Mayor Willey Regarding Proposed Gain Share Legislation

Washington County and the City of Hillsboro, along with our partners, greatly appreciate the efforts of the legislative work group that spent long hours developing Senate Bill 129. Specifically, we thank the work group members, Senators Devlin, Hansell, Hass and Steiner-Heyward, Representatives Davis and Gallegos, for their efforts to find a balanced solution for Oregon. It is also important to recognize the role and leadership of Senate President Courtney, Speaker Kotek, Representative Buckley (Co-Chair of Ways and Means), along with the support of Governor Brown.

While the outcome is not yet final, we are pleased that this agreement provides long-term certainty for the Gain Share program across the entire state of Oregon. We value the statewide benefits of this economic development model, and appreciate the recognition of the Legislature and the Governor, that successful economic development requires a partnership between the state and local government.

We also want to acknowledge our partnership with advocates for Oregon State University's Statewide Services Program and Career Technical Education (CTE). This important partnership grew to more than 40 organizations across Oregon and represents our support for workforce development programs which are vital to Oregon's businesses and our overall state economy.
