Board of County Commissioners (BCC)

Washington County is structured as a Council-Manager form of government, giving the five-member Board of Commissioners legislative responsibility and designating administrative authority to a Board-appointed professional county administrator. The Commissioners also serve as the governing board for Clean Water Services, a public utility providing wastewater, stormwater and other services to nearly 500,000 customers.

About:

Kathryn Harrington was elected to her first term as Chair of Washington County in 2018 with a focus on increasing government transparency and accountability, advancing equity and diversity, addressing affordable housing and homelessness, along with tackling our transportation needs.  


Having spent the previous 12 years as an elected Metro Councilor working on important regional issues, and after 22 years in the tech industry, she brings her engineer-trained mind combined with her public servant heart to carry out the work of the County. The Chair believes that in the County’s role as a safety net government, centering community need should be the primary focus of the Board of Commissioners. She also believes that public dollars should be used for the greatest public benefit, which includes building up our local jobs base by enhancing opportunities for minority and women contractors and intentionally investing in the workforce pipeline. As Chair of Washington County's five-member governing Board, Kathryn Harrington is the only at-large member, representing all residents of Washington County. 

Kathryn was raised in a military family which instilled a love of country and dedication to public service. Her father was a Veteran of both the Vietnam and Korean Wars and her brother is a Veteran of the First Gulf War. Having moved around a lot as a child, she found her chosen home in Washington County. She looks to those early days growing up around military bases as foundational to who she is and works to honor Veterans and their families in the work she does every day. 

When not working, Kathryn loves to get outside on her bicycle (or her tandem with her husband) and travel around the beautiful Washington County countryside or hike and cross-country ski other parts of Oregon.

Nafisa Fai

Nafisa Fai
District 1

About:

Commissioner Nafisa Fai represents District 1, which includes the communities of Aloha, Beaverton, Cooper Mountain, Garden Home, Whitford and portions of Raleigh Hills.

 

Background

A refugee from Somalia, Nafisa has lived in Oregon for over 22 years. She lives in Aloha with her family.  She has spent the majority of her career working in public health, first at the American Red Cross and then through roles in county government and at a statewide nonprofit leading chronic disease prevention programs. In addition to her work in public health, Nafisa owns a small business based in Beaverton. Through her business, she founded the Pan African Festival, where she unites Oregonians from all backgrounds to celebrate cultural, economic and social vitality and support for emerging, small businesses.

Pam Treece

Pam Treece
District 2

About:

Commissioner Pam Treece represents District 2, the northeastern corner including Bethany, Cedar Hills, Cedar Mill, Helvetia, Raleigh Hills, Rock Creek and portions of Beaverton and Hillsboro.

 

Background:

Pam Treece was born and raised in Portland. After teaching high school and running her own business, Pam moved to the private sector and worked for Pacific Power for 21 years, retiring as the vice-president of external affairs. She has served as the executive director of Westside Economic Alliance since 2012. She received her undergraduate degree from Portland State University and her masters’ degree from Lewis and Clark College. Community Involvement: Oregon Department of Transportation’s Region 1 Area Commission on Transportation (ACT), PCC Forward Bond Steering Committee, Portland Region Value Pricing Policy Advisory Committee, Tualatin Hills Park & Recreation District’s Foundation Board, Washington County Fairground Advisory Committee, Worksystems Inc Board and Executive Committee, Washington County Transportation Futures Advisory Committee, TriMet  Low-income Task Force, Chair of Beaverton School District Bond Advisory Committee, Intel’s Community Advisory Panel, Metro’s Equity Strategy Advisory Committee, Planned Parenthood of the Columbia-Willamette Board, YWCA Board, and American Leadership Forum Class XIII.

Jason Snider

Jason Snider
District 3

About:

Commissioner Snider represents District 3, which includes pieces of unincorporated South Washington County as well as the cities of Tualatin, Tigard, King City and Sherwood.

Background:


Former Mayor Snider moved to Tigard in 1999 and began his full-time career as clinical manager at American Medical Response from 1999 to 2003. In 2003 to the present, he has been employed in a number of management roles at Kaiser Permanente Northwest and is currently the administrator of the Regional General Surgery and Plastic Surgery Departments. Jason began public service early in life, working as an Emergency Medical Technician his senior year of high school and served two years on the Palos Verdes Peninsula Unified School District Board during his junior and senior years in high school.

 

In the Tigard community, Jason has volunteered by coaching 8 teams for Tigard Youth Soccer and Tigard Youth Football.  He also volunteered as a Tigard Reserve Police Officer from 2001 to 2004 and was a member and Chair of the City of Tigard Budget Committee from May 2005 until December 2009.  Jason and his wife, Jodi, have three children — two attend Tigard High School and one attends Twality Middle School.  His personal interests include playing poker and boating on local rivers.

 

Jason attended Willamette University in Salem, graduating with a BS in Economics and Biology.  He received an MS in Evaluative Clinical Sciences in 1999 from Dartmouth Medical School.  He was first elected to serve on the Tigard City Council in 2013, became City Council President in 2015, and then served as Mayor from 2019 to 2022.

Jerry Willey

Jerry Willey
District 4

About:

Commissioner Jerry Willy represents District 4, which includes a large portion of the rural area of Washington County including Banks, North Plains, Forest Grove, Cornelius and Gaston.

 

Background:

Jerry worked for 33 years as a CPA and partner in the firm of Jones & Roth, CPAs retiring in 2010. He was elected as the Hillsboro Mayor in 2009 and served eight years. Jerry is a graduate of Washington State University with a Bachelor of Arts in Accounting. He spent four years in the U.S. Navy including a tour in Vietnam. Jerry believes in giving back to the community and has volunteered for many organizations. In 1997 he was recognized as Hillsboro Citizen of the Year by the Hillsboro Chamber of Commerce. He has also received a Mayors Leadership Award from the Oregon Mayors Association in 2015, a special merit award from the Hillsboro Chamber in 2016, and the James C. Richards Memorial Award from the League of Oregon Cities in 2016.
