Treasury recently issued a Notice to SLFRF recipients that expresses the intent to vigorously monitor recipients’ methods of obligating funds by the December 31, 2024, deadline. Reports covering obligations through the obligation deadline are due on April 30, 2025 for Annual reporters and were due January 31, 2025 for quarterly reporters. Treasury is committed to recouping funds used in violation of SLFRF rules and guidance.
MARK YOUR CALENDARS
The deadline for the 2025 Annual and Quarter 1 (Q1) Project & Expenditure (P&E) Reports is upcoming. All SLFRF recipients are required to submit their reports by this deadline. Treasury will released new and updated resources, including the January 2025 Project and Expenditure Report User Guide to assist in reporting State and Local Fiscal Recovery Fund expenditures.

The Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program authorized by the American Rescue Plan Act, delivers $350 billion to state, territorial, local, and Tribal governments across the country to support their response to and recovery from the COVID-19 public health emergency.
Through SLFRF, over 30,000 recipient governments across the country are investing these funds to address the unique needs of their local communities and create a stronger national economy by using these essential funds to:
- Fight the pandemic and support families and businesses struggling with its public health and economic impacts
- Maintain vital public services, even amid declines in revenue resulting from the crisis
- Build a strong, resilient, and equitable recovery by making investments that support long-term growth and opportunity
RECIPIENTS GOVERNMENTS MAY USE SLFRF TO:
- Replace lost public sector revenue
- Respond to the far-reaching public health and negative economic impacts of the pandemic
- Provide premium pay for essential workers
- Invest in water, sewer, and broadband infrastructure
- Provide emergency relief from natural disasters or their negative economic impacts
- Support surface transportation projects, utilizing funds for eligible projects through three pathways
- Support Title I projects that are eligible activities under the Community Development Block Grant and Indian Community Development Block Grant programs
